Developing a strategic user orientation: a key element for the delivery of effective public services

This paper argues that the application of strategic planning and management to public services has been hampered by failure link these orientation. suggests this is essential development resilient sustainable for future orientation needs privilege creating value in lives service users rather than internal organisational efficiency isolation from such value.
